A religiously oppressed state
First off I'd like to start by saying that I have successfully installed WAMP5 and my internet connection cuts out frequently and since I publish to my IP address (and it changes every time my connection cuts out) I have to go all through my site and edit it so all the links work with the new IP address. Now for the questions, where can I get a free domain name with out web hosting since I will be hosting through WAMP5? Also once I have acquired the domain name how do I set WAMP5 to publish to it instead of my IP address?

1) If you use relative links you should not have to change the links within your website . As you have found, hardcoding full hyperlinks becomes a right pain.

2) Check your ISP's terms of use - since you have a residential accounr by the sounds of it, they may forbid you to run a server.

3) You can't (as far as I know) get a free domain name. But GoDaddy or many many other resellers sell them without hosting for as little as US$5 per year. Then use a dynamic DNS service to route the name to your IP address.
