I’m having “quirky” load times as well. Tested WiFi on my computer, connection speed is dandy. Phone, fine. It’s anything that needs net access that’s wonky at times. And it’s running D€MN hot at times…
That obviously isn’t the “iPad mini 2” in your profile.
Any VPN? If so, remove it as a test.
