Weird apple logo behavior + Continuity not working

hi, I'm having issue on my iPhone 5 where all continuity features not working after reseting all settings.
I've tried the following solution

- turning off and on Bluetooth
- signing out and into iCloud
-resetting all settings with iCloud signed out
- Turing off and on hands-off,iMessage,facetime


Update : the continuity issue has been resolved but I've also noticed during the reset all settings with iCloud signed out process, the Apple logo appears for a few seconds then disappear but when I press on the home button it appears again for another few seconds then I press for the 3rd time, it shows the apple logo and the reset all settings process starts.

Continuity is handsoff,instant hotspot,universal clipboard, iphone calls and sms/mms to other devices running ios 8/ osx Yosemite or newer, universal clipboard requires ios 10/macos sierra or newer

Lol handoff never work for me

it's still glitchy, but if you don't alternate between turning your bluetooth on and off, the connection across all your apple devices should work well
