have a mba 2011 11.6 and a white bar randomly appeared. can anybody help?

Edit: I see now, the bottom of the picture is missing. Well, I suggest a restart.

Has the desktop background been set to scale, fill, stretch?

How much have you modded, because it looks like a clock-widget is embedded in your background image. It could be that you are using mods, which expect the dock to be at the bottom.
