I use my iPhone as part of my daily workday and many times I'll be using the camera to snap photos of serial number and asset tags on computers for later entry into a database.

Under IOS 6 I'd just snap the pic and it would be fine.

Under IOS 7 I notice a behavior where the camera will try to focus on the tags over and over again until it finally snaps into focus.

It sort of does this: almost in focus-blurry-almost in focus-blurry-almost in focus-blurry-focus!

Has anyone else experienced this or might it be a problem with the lens itself?

I've seen my camera do that. It happened when I was too close to what I was trying to shoot or when the lighting was weird.
 
Mine also does that. I don't disagree with Armen when I say it also does it taking pictures of a computer screen so in this one case it's not a low light issue.
 
It definitely sounds like you're too close to the object, like Armen says. Try and take the picture from an inch further away or so. It should snap into focus.
 
I've seen that as well. And as mentioned, it happens when I'm too close. Or sometimes when the lighting is wonky.
