iPad Weird graphical glitch running 13.5

Anybody else seeing this weird glitch using the mouse on 13.5? I’m using a Apple refurbished iPad Pro, so not sure if this is a graphics card problem or software issue.

Does it only happen on the springboard or in any app? Have you tried restarting the iPad? Could be a display issue

It seems to happen in any app. I tried restoring the iPad from scratch and it persists. I can’t seem to recall this happening on 13.4, so I was hoping it was a bug on 13.5..
