Weird icloud Backup Issue

Ok so when I go to start a new backup, after wiping out any previous backups, my phone says it will take 6GB.

But after I back it up, it tells me it actually took around 20GB. Similar issue with my iPad.

When I start over again, the same thing happens. So clearly I’m not understanding what is going on. Where is the extra 14GB coming from?
