Weird iPhone syncing inaccuracies

Does this happen to anyone else?

Here is my true iPhone capacity:

When I make any changes, this appears and doesn't revert back to the correct capacity:

If I check in my iPhone's Settings>General>About, it displays the 0.69GB as my free space.

Can anyone explain this, or is it just a bug?
