Hmm, the springboard is literally the home screen where all the icons are. I can't think of any service/app that would ask for your location on that screen unless Spotlight is considered part of springboard.

Yes, don't worry. You can try resetting all settings to see if it goes away. The SpringBoard is basically the home screen.
