I know there have been a few issues with swipe up, but I couldn't find this exact one being discussed. I'm finding that swiping up to return to the home screen occasionally (maybe every 10-15 times or so) will go into the app switcher instead of to the home screen. I'm not able to replicate this behavior on demand, and it doesn't seem to be related to swipe speed (after it happened several times I realized it probably wasn't user error). Anyone else?

iPhone 11 pro max running 13.2 (17B84).

You do realize that swiping up takes you to the home screen AND takes you to the app switcher, right? Are you just doing the wrong swipe up? A tiny swipe up (or a rather large one) will go to the homescreen. Swiping up about halfway activates the app switcher.

Well of course, what I'm saying is that a quick swipe that should go to the home screen is occasionally instead opening the app switcher (with the associated haptic feedback).

It is more likely that your expectation is incorrect.

Well I kinda doubt that's the case as I'm quite familiar with this functionality and yet this experience began recently (and there have been other documented swipe issues with the new OS), but perhaps I'm not holding it correctly. :)

I’ve seen this on my 11 Pro Max since I first got it. But once I go back to the app I was in and focus on my swipe it works correctly. From what I can tell I’m going up at a slight angle rather than straight up and I may not be holding my finger down on the screen firmly enough or long enough when this happens. Either way if I focus on what I’m doing it never happens.

I noticed my phone also had this issue suddenly today without any sort of update. Did a hard restart and it seems to be working fine now.
