Did you check with Verizon to see if their LTE is in your city?
You're going to forego the new iPhone because AT&T doesn't have LTE in your area yet? Is that the only reason not to get it, assuming you initially wanted it?
Cool story. HSPA+ is still plenty fast. Plus if you do a two year contract, chances are you'll get LTE eventually. I don't have it and I'm surviving.

Apple doesn't indicate the 4S has HSPA+. Only the iphone 5.

I don't have LTE either yet but HSPA+ is still quick, I'm getting 10 down here in Hampton, VA
