Best Buy usually has some good 21-22" monitor on sale for $79.
Office stores are same. Look around on web for what's on sale locally.
I've gotten 3 22" HP monitors that way, and they're pretty decent.
Nice things about buying brick and mortar: Price is same, return is easy when something is busted.

The Dell that RyanXM suggested seems like a nice display for the price. It has ports for DisplayPort, HDMI, and USB 3.0 as well as the legacy connectors like VGA-15 pin and USB 2.0. I like the adjustable features of those fancy snap-on Dell mounts but the display also has a 100mm VESA mount if your friend is short on desktop real estate. The reviews for the P2417H are typical Dell display user comments. *****
 
I use an Hp 23es a very thin sharp looking monitor that matches the styling of the Mac mini.
