Considering that the M3 Pro has:

2 fewer P-cores
2 more E-cores
1 fewer GPU core
Narrower memory bus
Process node advantage

compared to the M2 Pro, I'd expect it to have excellent battery life even if performance is no better. Yet even Apple's official battery life numbers indicate that the upcoming MBPs with the M3 Pro will have exactly the same battery life as their predecessors. What gives? Is the CPU simply Intel-style inefficient or something?
 
The thing you mention might reduce the power consumption under load. But the maximal battery life is mostly affected by idle and low-intensity power consumption. There is no reason why M3 Pro would use less power here.
