No. Apple made it clear Face ID is their future. Touch ID will not be returning, unless it might be on the iPhone SE 2. (Apples lower end tiered model).

Face ID is the future, but they didnt put it in the iPhone 8. Would they really put it in iPhone SE2? Will it be the same border currently but with Face ID and no borderless display? how weird would that look lol

You seem not to understand why Apple even offered the iPhone 8. They offered the iPhone 8, because they know the iPhone X is not affordable for everyone. Not to mention, Face ID would not be widely adopted when it was first announced. The iPhone 8 is an alternative to that. But touch ID altogether ultimately will be discontinued and Face ID is their future.

If Apple offers an iPhone SE 2, it may retain touch ID, because it's an entry-level/budget iPhone that does not adopt the latest Hardware features.

TouchID will see the way of the 30-pin iPod connector. Slowly but not all at once. Also, they need to figure out about swiping up on iPad first since it’s been relegated to multi-tasking.
