So if I ask Siri sports score questions, I get great answers.
If I ask her anything else, she tells me to go look it up on my iPhone (some babble about "handoff"). Is that how it's supposed to work, or am I having a wrong setting or something?

Siri on Apple Watch cannot handle all of the requests that your phone can, particularly when it would search the web for something. So no, I don't think you're doing anything wrong.
 
Screaming "Hey Siri" 8 times before she actually responds is far more annoying.
