What App is this? Floating Open Applications?

Was browsing youtube and came across this video, and this person has his browser tabs and then another application to the side to quickly go back and forth between them. Anyone know what app or how he gets it like this?

That’s not an app. It’s Stage Manager. It can be turned on from System Settings.

There’s no need to feel like that. It was recently added to macOS, and I doubt many people use it, or know about it.
