I was just wonding if someone in here maybe knows what app has been used on this photo to make stripes/lines over it?
I do think that the same app makes dots over photos.

Any ideas?

FOUND A WAY TO DO IT IN PHOTOSHOP BY MAKING A TRANSPARANT LAYER AND ADDING LINES AND DOT'S PATTENS AND THEN EMAILING MYSELF THE PNG. Thanks anyways guys!

Would help to kinda know what context the photo was in. Otherwise, you could just list all the Photoshops, Gimps etc.

All I know is that I found this picture on instagram, and this girl says she only uses her ipad/iphone to edit her photos. when I asked her about how she makes her lines on her photos she refuses to answer. :-/
