Anyone know what app I can use on my iPhone to get my pics for Instagram like this? Thanks!

Someone told me picstitch and that did not work out.

Not sure if helps, but adobe photoshop express might help you out 😉

I know what app that person used for the framing, it's called inframe photo
 
I don't know one that is all-in-one, but you could get that effect with:
  • Camera+ (HDR)
  • Diptic (Frames)
  • Instagram (Final Filter and Sharing)
