I am trying to find this app that does this, does anybody know? It seems to capture a still photo but creates a motion. I thought it might be motion stills app but it doesn't seem to work that way. Please help, many thanks

 
dang, i went back to youtube to change some settings to see if this works... i hope it works, please let me know if you can see them.

great, now help me find out what type of app is being used for that. This seems to be a still photo but add some motion to the waves... i can't figure out what app does this.

It's Plotagraph. Great app. You use it with a still photograph to create motion. You can then save it as an animated gif of a video.
