Put another way here's what will make me get a new iPad Pro 9.7" or 10.5" Next Year.

#1. USB-C
#2. 4GB DDR4 RAM
#3. OLED Display
#4. Quad Core A11X

There's Zero advantage to getting a New IPad Each Year there's Not much if Any Upgrade or Speed Imprivements to make it worthwhile.

In 2 Years maybe here's the thing You need to study Apple and their product release cycles.

If the New IPhone 8 Ships with an OLED Display then hold on because an OLED iPad is soon to come.
