Say the ATV4 is a shared living room, what appleID would you use in that situation? Create a new one? Is the password asked often? Is personal data pulled down? Is crossbuying apps (i.e. pay once or get a discount) between ATV and iPhone/iPad a thing?

(my ATV4 is still on its way, I'm asking in advance)

Use your main billing ID. If you have an iphone, ipad etc. then use same ID. Then whatever app you buy on your phone if
it is available on ATV4 it will be available. If you have not already done this then set up family sharing.

The ATV will only accept one AppleID at a time and generally it only asks for a password when you are buying content from iTunes or accessing iCloud services. If different people are buying iTunes DRM content from different iTunes accounts then they will have to go into settings and change the AppleID login. For other streaming services, like Netflix, you just need the login for that service.
