It is free. But you need to have a drawing tablet (Wacom, Genius, etc.).

You can also try applications, like Seashore or GIMP.

If you have money, there are apps like Photoshop Elements, Pixelmator, ArtRage 2, etc.

If you have more money and need pro tools, than you have the following options: ArtRage Pro Studio, Corel Painter series, Adobe Photoshop etc.

On Windows you have other tools also, like ArtWeaver (thisone has a free version too), OpenCanvas and many other, mostly japanese drawing software.

However, do not forget: you can always draw/paint with traditional media (acrylics, watercolor etc.) and you dont need to have a computer for that.
