What are these little cogs on the icons?

Can you guys please tell me what those round cog icons are at the bottom left side of some icons And most of them are blue, but the icon on the right hand side in the dock has a black cog, is that something different or the same thing?

and I'm pretty sure the different colors indicate different multitasking behaviors: blue must be for apple's multitasking while black is for apps that runs in background completely

Well I assumed it was your phone. I just thought it was odd that someone used a camera to take a screen shot when the functionality already exists on the phone. I was just pointing that out.
