The rule is no bigger then 55 inches and more then 10 people. The idea is to stop churches from holding big gatherings on a huge screen. They want more smaller screens to push the amount of money they can get.

I wouldn't worry about it. We all bring snacks/drinks to our party, which is a type of admission.
The NFL is ridiculous sometimes, and it makes me sad that Family Guy is almost accurate in its portrayal of the NFL.

Yeah... but it was the FA who (eventually) agreed the design - and with the weather we have in this country, a roof more like the Millennium Stadium who probably have been a better decision.
Anyhow... there are lots of other threads where you can bash football... this one is about the Super Bowl. I'm guessing you'll be heading for bed rather than watching it though?
