you need to be registered on verizon's or att's site. or yea the full social on apples site
So one more question, it allowed me to check eligibility for upgrade on Apple's site without inputting any password. But it won't allow me to login on AT&T without a password.

wrong thread but-- my upgrade date was moved by at&t to an earlier date. it says im eligible.. am i just going to pay 200 + 18 upgrade fee for 16gb iphone 4s?

Depends on your state. Some states require sales tax on the full, unsubsidized amount, while others only tax on the part you're paying. So some states you'd pay the sales tax on $200, other states you'd pay the sales tax on $650.
The $18 fee is added on to your AT&T bill, you don't pay that when buying the phone.
