The iPad mini will not have a retina display.
It would:
Increase the cost significantly (larger battery required, faster gpu/CPU, and the screen itself), to the point of very little profit at the price point everybody is expecting.
Shove another resolution down developer's throats. They've already got iPhone 3GS, iPhone retina, iPad, and iPad retina. Luckily those are really just scaled increases of 2 resolutions. If it they had another, it would be a while before developers even began considering developing for it.
I'm not saying it won't have a high-res screen, but there is a mathematical formula behind the retina display, and the iPad mini will not meet that formula.
