What does a content blocker do?

Sorry for the stupid question, but now that iOS 9 is out and we've all installed it, I'm seeing threads about content blocking apps. What am I missing? Does iOS 9 open up advertising?

There are advertisements and trackers on practically every site including this one. Look on the main page with your phone.
