What does it mean when spaces and expose become sluggish?

It happens every once in a while and I have no idea why, and as far as I can tell, it sticks around until I restart my macbook pro. 10.5.8

To clarify, I mean that when I bring my cursor to the corner of the screen, it takes a couple of seconds for spaces or expose to actually function and the visual is choppy.
