What does "restore from new" mean?

Does this mean not restoring any backup info, from any source? I.e. Manually adding back all the apps from the store one by one?

What about contacts? Wifi passwords? Photos?

Restore from new means not restoring from an iCloud or iTunes backup. You would have to download all your apps again.

Setting up as new would require the user to manually download/install everything new versus having it restored through the Cloud as it was previously.

What about contacts?

Your contacts are stored separately, you can sync those without restoring a backup.

What about stored passwords? Will syncing Safari through iCloud also include stored passwords and usernames?

Please disregard this post. I completely forgot about Apple's iCloud Keychain to easily do this.
