What does SDK mean for jailbroken phones?

With the need for apps to be licensed by apple before being distributed this probably means that jailbroken phones won't have access to any of the software developed. Am i right?

i think the license with the SDK stated something along these lines: apps are to be developed for carrier only phones.

I think it is far too early to say how things will shake out other than that hackers will keep hacking regardless of what Apple does with the SDK.
