What does Setup Assistant do?

Setup Assistant never ran for me. I am a new Mac user, and Setup Assistant didn't happen, I tried restoring the system to get it to run, but it didn't work. Am I missing anything, or should I just move on?

As I recall it just sets language, time zone, a user account, then launches Migration Assistant. You are good.

Is it a new Mac? Could it be already registered to someone else and that's why Setup Assistant didn't run?
