What does the E symbol on iPhone mean?

Usually it says 3G...

It stands for "enhanced" (compared to the slow-as-a-snail GPRS) and is slower than 3G. Maybe the 3G network is having some issues in your location.

It's both. EDGE stands for Enhanced Datarates for GSM Evolution. So the E can legitimately stand for Enhanced
