This was in my console log. Does this mean my processors are throttling down?

No. The "Throttling respawn" message is an intentional behavior of launchd; it tries to conserve system resources by preventing a job from running more frequently than every 8 or 10 seconds. In this case it's aslmanager, which is Apple's system log file manager for the "ASL data store".

There is nothing unusual about this log message.
