What does this mean and how do I get rid of it?

Restart the watch. The app he was using “My Radar” was using location services and that is why that icon will blink on the center dial. The app “Phone Buddy” (great app by the way) will do the same thing when it is trying to locate a missing Apple Watch or iPhone.

The OP was shown to be wrong as I had stated. Apple’s website also shows that behavior to be normal for the watch and that particular icon.
