I get this on all my phones. What does it mean?

Not sure. What are you trying to accomplish when this shows up?
Can you reproduce it?
On how many devices does it happen?
Have you spoken to Apple yet?
Are the devices restarted and the software up to date?

You’ve started an iMessage and pressed and held the blue send (up arrow) button. You’re then presented with effects including that in your image.

Sometimes when I goto send an iMessage with effects to someone I get that on all my devices.
