What does Time Machine do with renamed files?

Does it treat them as new files and make copies, doubling disk space used, like rsync does, or can it detect the change of name and just make a hard link?

Is that a change in how TM works? I've read stuff suggesting TM in fact makes a copy rather than a link.

I'm pretty sure when I renamed a few seasons of TV shows it did some huge backups, so I think makes copies.
