So when I plug Soundbar and Apple TV separately into the TVs HDMI ports I get loud audio in the TV.app with the volume at 20-25, but when I plug Apple TV directly into Soundbar and then Soundbar into TV, I have to have it at like 40-50.

no big deal right? Well the first way I get very slight but noticeable audio sync delay, the second way gets rid of that but, if I forget to turn down audio to like 10-15 (like I always had it before) the music.app or YouTube will blow you away.

what gives?

Could be one way it's outputting stereo and the other it's outputting surround. Surround is generally quieter. The TV may also be boosting the output by some audio enhancement method.

I have the setting in Apple TV manually selected for "Stereo" in Audio settings, and the TV to PCM.
But would the TV settings be pointless being it isn't being a middle man between the aTV and soundbar?

The only way is the soundbar has an audio normalization setting which makes it loud, but brings annoying static when playing older movies and music, because it boosting the "noise" as well has everything else.

So annoying, why can it just be plug in play.

what tv and sounder do you have?
 
Yes, find that I have to crank up the audio when using the movies or shows app. This has been noted by other users as well. Not sure there is anything you can do to equalize the volume when changing apps.
