If you do a hard reset or even turn your iPhone off for s period of time you will not get a ScreenTime Notification

I rebooted a couple of times last week (was trying to debug an unrelated issue) and I got my first notification in weeks.

Weekly screen time reports have started working for me again ever since updating to iOS 13

I still get them and my 11 Pro is running the latest version of iOS.
