I would like to know so I can determine if I can jailbreak or not. I doubt I will but just in case.

I know jail breaking can be a security risk.
 
I ordered a 128GB sim free 6S+ from Apple in December and got 9.0.2 on it. I ran the JB for a week and got tired of the bugs and upgraded to 9.2.

I bought a 64GB 6S in December and it had 6.1 on it.
 
I have a 6S+ with 9.0, JB'd of course, but I bought it second hand.
Please keep in mind, from my experience, security risks depend on what you do and what you download on JB phones. On the flip side, having the latest iOS doesn't guarantee 100% security.

Yes the 128gb model will give you way better odds of an old iOS version.
16gb models fly the fastest and most likely will have the latest version installed.
