My question is what is an unlocked iPhone?

Normally carriers lock their phone to their own network. So if the phone is unlocked then the phone can be used on any network. Mostly counts towards GSM networks like at&t and t-mobile in the USA.
 
Unlocked = unshackled from a single cellular provider.

Can u imaging choosing a vendor to sell u electricity? Kinda like that.

U can divorce from Ma Bell if u want to.

That's what people here say using an iPhone as an iPod.

But u can do that with a locked phone too. The locking just means every time, when and u do get on the cellular, you have to pay cellular vendor X, but you are not forced to use electricity if u don't want to.

"Use a phone with these settings" doesn't make sense.

Just don't put a sim in it, simple as!

I would buy the phone from ebay, can get pretty good deals if you look hard enough

No, but I guess that could be one way to use it! I just love the size and the look of the iPhone but don't really need the actual data and stuff. And I mostly use the developers license for doing things on Mac OS X
