I have found this App color sync Utility but what is it ? is it part of your Mac book air I looked at it in finder it does not give you the option to move to trash ?

It comes with your Mac out of the box and is used to manage color profiles for various hardware devices like a monitor or printer. If you are not into publishing or photography you probably would not ever use the app.
You cannot delete it since it is part of the default OS install.
