What is feedback assistant on the new IOS 9?

That's for sending feedback and bug reports back to Apple, that's what betas are for after all 😉

...also, its there because you have the public beta profile loaded. Once you remove the profile, Feedback will go away as well. So, final version of 9 will not include that application.
