I don't remember installing this on my laptop but I see it in the system preferences. What does it do exactly and why/how did I possibly get it on my laptop?

I've noticed that my buddy just bought a brand new 27" iMac and it has it on it also and it's only about 2 weeks old.
 
Sometimes comes as part of a 'bundle' or an app you installed included Growl. It's basically a popup notification system by the status bar at the top, specifically near the time and day. It lets applications access it so as to display information. For example, a mail client associated with Growl will display a small popup (customizable as well) telling you new mail arrived. This works similarly to windows's yellow popups by the taskbar.

You can delete it with ease, but I'd keep it there, it's a very handy app to have.
