What is "other"?

Im looking at my ipad device stats on itunes, under "capacity" it says, audio 2.7 gb, video 4.5gb, photos 2.7gb, apps 3gb, books 5.2gb and other 3.1gb.
What is "other"? Can I control it?

The iOS per se, settings, contacts, messages, and so on.
No, you can't control it directly, so to speak.
