What is the best application for creating .icns files?

For example, if i have a 1024x1024 icon, what application can i use to resize it into all different sizes for an icns? 1024x1024 144px 512x512 72px etc. etc.
When i have a all of those i can just use iconutil.

Of course, but i want an application that does it automatically, so i don't have to open 10 files and remember the exact sizes.

I have deleted, and downloaded that app more than 3 times, for me it just outputs an empty .icns.

Yeah, it just makes it the same along of pixels of whatever the original image is. So if it's high enough resolution it will work just fine.
