Every description I see of Apple watch icons fails to mention what the little blue diagonal arrow at the top right of the control center indicates. What does it indicate?
 
location services.

not sure of the exact meaning, but on the phone it means something has been using your location

on the watch, it could be weather related since it figures out where you are, then gets the weather.

It means an app on your watch has been using or is using location services.

If it’s an outline it was being used.
If it’s solid it’s in use.
 
In your iPhone go to Settings - Privacy - Location Services. At the bottom you will find the explanation

And you can manage Location Services right from the watch. Click side button and tap Settings, Tap General, scroll down to Location Services to manage the Toggle.
