I believe CCC can literally "re-partition and install" the recovery partition (as well as the main OS partition).

In fact, I believe I used CCC to create and install a recovery partition on a drive that previously did not have a recovery partition on it before.

Personal experience:
Up until the implementation of System integrity protection (SIP), I didn't install recovery partitions on my drives.
However, since Apple now has SIP, the only way to TURN IT OFF is to boot from the recovery partition and do so.
Since I routinely DISABLE SIP on all my drives (I consider it an unnecessary annoyance), I now need the recovery partition in order to turn it off.
So even I -- the original Mac troglodyte -- now use the recovery partition.... (sigh)

Technically, one can boot to internet recovery and disable SIP (as well as all all the other recovery partition tools). None of the Macs I have at work have recovery partitions, and no issues yet....as we have both internet recovery, plus bootable tech (repair) drives, plus netboot server.

For a home user, with one Mac and no other bootable devices, tools, or other Macs, and potentially slow/no internet, the recovery partition would be more essential.
