There is an app that has a title bar at the bottom of my iPad when I double click my home button. It is the only app I have seen do this. It is an app for our local newspaper. I have turned off location services for this app. I have this app closed by double clicking and swiping up. It is the Newsminer app and says good morning Richard (my name). Does anyone know what this means? Thanks

It's part of iOS' proactivity features. If you open an app at a certain time every day, iOS should start suggesting it automatically for you when you open the app switcher.

Here's an example using Tweetbot.

thanks you. I was thinking that the app was secretly collecting data to sell. Thanks for your replay.
