What is this error mean

I have had this come up for years sporadically ever since they launched the dual sim feature. I had 2 numbers in my phone and one point then I separated them some time back into two different iPhones.

I have a Verizon line which is where I get the error (12 pro) and an att line (12 mini) where I don’t get the error.

any ideas on how to fix this?
