iPad What is this on my iPad Air (2020 version)

I have iOS 16.5.1 on my iPad Air 4 2020 and have noticed over the past few days that when there is a text field on a website when browsing Safari, sometimes, the default Apple on screen keyboard wont come up, but instead, I get this :

The only way I can then get the keyboard to show is by selecting the keyboard icon on the far left??!

Why is this coming up - I have inadvertently turned something on in Settings??!

That might explain the behaviour, or maybe some scenarios when the pencil is being used?

I do not have any external keyboards connected but I do have an Apple Pencil (I can't see any options to turn this floating display off) ?

This never used to show up before - its literally only started showing up in the past few days?!

On iPad, use Apple Pencil and Scribble to convert handwriting into text.

Don’t know if this may help? Don’t have a Pencil myself so can’t confirm if this is what may be causing it to appear.
